FOR MUNICIPALITIES

Local insight into where, when and why women feel unsafe

Vrouwveiliger supports municipalities with local research into women’s perceived safety in public space. We translate residents’ input into anonymised analyses, maps and policy-oriented insights and can track developments over time through repeat measurements.

AN ADDITIONAL SOURCE OF INSIGHT

Not every experience appears in existing sources

Police and enforcement figures, reporting channels, safety monitors and neighbourhood knowledge each show part of the picture. Not every experience is recorded, even though women may change their routes, timing or behaviour. Vrouwveiliger adds location-based insight into perceived safety — not as a replacement, but as a complement to existing municipal sources.

  • Experiences not reflected in incident or reporting data
  • Patterns by location, time, surroundings and context
  • Additional insights alongside safety monitors, neighbourhood knowledge and existing records

POLICY CYCLE

From local exploration to monitoring and adjustment

Vrouwveiliger supports municipalities throughout the policy cycle: by showing what is happening locally, analysing patterns and measuring again after implementation how perceived safety develops. The findings provide a basis for evidence-informed policy choices and further adjustment.

Explore what is happening locally

Collect location-based input on where, when and why women feel unsafe.

Analyse patterns and context

Map differences between places, times and circumstances and relate them to existing municipal sources.

Support policy choices

Use the insights alongside other evidence when considering design, supervision, enforcement, prevention and other interventions.

Measure again and adjust

Repeat the measurement after implementation, compare patterns over time and identify where adjustment may be needed.

This turns perceived safety from a one-off snapshot into a recurring source of information within the municipal policy cycle.

OUTPUT

What municipalities receive

Depending on the research question, the municipality receives a combination of anonymised analyses, maps, charts, reports, policy-oriented recommendations and comparisons over time.

Heatmaps

Location patterns and concentrations

Charts

Time, context, surroundings and perceived causes

Reports

Evidence-informed interpretation and policy-oriented recommendations

Comparison & monitoring

Differences between periods, areas or repeat measurements

METHOD V

From insight to evidence-informed policy choices

Method V connects lived experience, analysis, insights and policy choices. The analysis does not prescribe one solution in advance: depending on the pattern, design, supervision, enforcement, prevention, awareness or specialised partners may be relevant. AI can support the organisation of patterns; conclusions and recommendations are reviewed by Vrouwveiliger.

Start with a clearly defined research question

A municipality does not need to implement its own app, dashboard or technical infrastructure. Vrouwveiliger provides the public app, research implementation, analysis and reporting. An initial study can start with a defined scope and later be repeated or expanded.

  • Municipality-wide research period
  • Specific neighbourhoods or routes
  • Station areas or nightlife districts
  • Comparison between times or areas
  • Repeat measurement after a measure, campaign or redesign
